Wake County Board of Commissioners District 3
Cheryl Stallings
1. Do you support the City of Raleigh’s $275 million parks bond on the ballot this November?
Yes
2. Do you support the $353.2 million Wake Tech bond on the ballot this November?
Yes
3. Do you support the $530.7 million Wake County schools bond on the ballot this November?
Yes
4. How do you intend to collaborate with your partners in the municipalities, county school board, and General Assembly to create a better environment for the county’s citizens?
I strongly believe in collaborative partnerships, a pillar in my Apex Town Council campaign in 2019. I stand ready to be in communication and discussion with Wake municipal leaders, our school board members, and our state legislators on a variety of issues that affect our County residents.
We must work together given our different roles and responsibilities. Ultimately, we are all charged to work for the collective good of our residents and communities at large.
Some of the best projects and outcomes in Wake County will be tied to our ability to work together, such as in the areas of:
economic development, public education, public transportation, health care and mental health care, affordable housing, safe communities, and environmental stewardship.
Additionally, I believe my listening and consensus building skills as a mental health professional will also assist me in this work.
5. As economic development and job creation expands beyond our county borders, how do you intend to work with surrounding areas to promote economic prosperity?
I will absolutely be willing to build relationships with our neighboring counties, and regional business and community stakeholders as we work together in partnership to create more economic prosperity and upward economic mobility opportunities for our residents.
Successful outcomes involve showing up, being present, listening, collaborating, and building consensus on how we can help facilitate improved quality of life and prosperity for our residents (which may include opportunities for business, housing, education, health care, recreation, environmental leadership, etc.).
6. The Wake County Transit plan will expand bus service countywide, implement four bus rapid transit lines, and initiate a regional commuter rail system. What would you like to see the City of Raleigh do to complement or modify this enhanced transit service?
Stay engaged in the process with the Commissioners, other municipal and community leaders, and our regional partners as this plan unfolds over the next several years. As the transit plans develop, it will be important for us to remain attentive, listen to each others' needs, and problem solve collaboratively on any issues or challenges that arise.
Transportation/Transit – Continue to promote and implement an effective transit plan to optimize service delivery and position the county for ongoing growth.
I am very excited about the Wake County Transit plan, which will expand bus service county-wide, implement four bus rapid transit lines, and help implement a regional commuter rail system. I will work to support these plans as a County Commissioner because I see the many positive opportunities this will create for our residents to travel around the county and region more effectively and efficiently for work, personal, or recreational activities. Public transit also fits within our environmental stewardship goals which will help get more cars off the roads and help alleviate traffic congestion.
Economic Strength - Create a business-friendly environment to attract, retain and grow business, diversify the economic base, and create job opportunities for all citizens.
I support and recognize the importance of continued economic development work, as we strive to attract, retain, and grow our business community in all regions of the County. I support a business community that will attract diverse workers with diverse skills sets, and that offer good paying jobs to help residents on their path toward upward economic mobility and a meaningful quality of life.
Related to a strong and diverse business community is also the important work of investing in a robust public education and health care system for a skilled and healthy work force, as well as having diverse housing options for employees and their families.
I currently serve on the Economic Development Committee in Apex as part of my Apex Town Council work.
Affordable Housing – Develop an effective affordable housing plan through collaboration with the government, the private sector, the community, and individuals.
I recognize and support the need for continued work on housing affordability in Wake County, and applaud the work that has been done to date. I have experience working with with housing affordability in Apex as part of my Town Council role. We have developed a Housing Affordability Plan in Apex, hired a Housing Affordability Program Manager, approved a housing rehabilitation program to invest in existing housing stock, and approved several projects that will make housing more affordable for more of our residents.
I believe the answers lie in a multi-pronged approach in collaboration with all levels of government (for funding support, as well as zoning and permitting modifications when appropriate); with nonprofits and community stakeholders; and with the private sector.
The County already has a housing affordability plan and Staff, and I am very much looking forward to our continued work with our community, business, and government partners to end homelessness in Wake County, and provide more diverse housing options for people with diverse incomes who want to call Wake County home.
Great Government - Promote a vision of a city government that partners with all levels of government to empower, protect and serve its citizens through a culture of respect, collaboration, and innovation
As an Apex Town Council member, I have seen first hand the importance of collaborative partnerships with all levels of government and within the governmental organization as well.
I absolutely believe in the importance of resident service delivery through a culture of respect, collaboration, and innovation. With strong external service delivery to residents also comes the importance of a strong internal culture that respects and supports our County employees (with competitive pay; benefits; opportunity for professional development and growth; and a work place culture that values diversity, equity, and inclusion).
Growth and Sustainability - Establish a deliberate and realistic approach to address growth and mobility while preserving our environment and healthy communities.
One of my campaign pillars is working to maintain a healthy and sustainable environment for all of the residents of Wake County. We have worked on environmental stewardship in a variety of ways in Apex as a Council, and I currently serve on the Environmental Advisory Board.
At the County level, I support staying on track to become carbon neutral by 2050 and working to minimize odors with the South Wake Landfill. I will also work to support the preservation of our open/natural green spaces, parks and greenways, family farms, air, and water.
Our public transit system, mentioned earlier, has positive implications in helping our residents with improved transportation and mobility, while also being more environmentally friendly.
I will support a balanced approach as we work to address housing and business development needs with environmental stewardship needs.
Public Safety - Provide a safe, secure, and healthy community through coordinated, efficient, and effective public safety services.
I look forward to supporting our Sheriff and his department, and our first responders, in their work to meet the health, mental health, and safety needs of our residents. Heathy and safe communities are essential to resident well-being and quality of life.
I also support working with our municipal leaders in promoting county-wide efforts to help address healthy and safe communities throughout Wake County.
Social and Economic Vitality - Improve economic and social opportunities in vulnerable communities through strategic partnerships.
I look forward to being involved with strategic partnerships that improve economics, educational opportunities, health/mental health outcomes, and social/recreational/cultural opportunities for our vulnerable communities (including foster children and their families, residents with disabilities, elder residents, and veterans/military families).
I will work to make sure all of our residents' voices are heard, which may require very intentional outreach. Nevertheless, I want to be a Commissioner who is including and considering as many voices, perspectives, and needs as possible as we make decisions for the health and well-being of all Wake County residents.
